Organisasi Ini Bentuk Ranger Cegah Perburuan Satwa Liar

Maraknya perburuan satwa liar di kawasan pelestarian alam, mendorong ProFauna Indonesia membentuk satuan unit untuk mencegah semakin luasnya perburuan itu. Satuan unit tersebut dinamakan Ranger ProFauna yang akan bekerja secara suka rela di beberapa kawasan pelestarian alam yang rawan terjadinya perburuan satwa liar. Untuk angkatan pertama Ranger ProFauna telah merekrut sebanyak 10 orang relawan yang telah mengikuti proses pelatihan dan seleksi selama tiga bulan.

Sebelum resmi menjadi anggota Ranger ProFauna, para relawan tersebut telah dilatih dengan berbagi ketrampilan seperti bela diri, survival, mountaineering, identifikasi spesies satwa liar dan komunikasi. Ketrampilan tersebut akan diperlukan anggota Ranger ProFauna ketika menjalankan tugasnya yang beresiko tinggi karena akan melawan kejahatan alam yaitu perburuan illegal satwa liar.

“Perburuan satwa liar di kawasan pelestarian alam merupakan kejahatan karena itu melanggar UU nomor 5 tahun 1990 tentang pelestarian sumber daya alam hayati. Ini juga menjadi pemicu terancam punahnya satwa liar di alam”, kata Bayu Sandi, juru kampanye ProFauna Indonesia. Bayu yang juga diangkat menjadi komandan Ranger (Danger) ProFauna itu menambahkan, “minimnya petugas polisi kehutanan yang berjaga di kawasan pelestarian alam membuat perburuan liar satwa liar leluasa dilakukan, disinilah Ranger ProFauna akan berperan aktif untuk mencegah semakin luasnya perburuan satwa liar itu”.

Berbagai jenis satwa liar terancam keberadaannya di alam karena dampak perburuan, seperti lutung jawa, kucing hutan, ayam hutan, musang, burung rangkong, dan kijang. Kebanyakan mereka diburu di kawasan pelestarian alam yang semestinya menjadi tempat yang paling aman bagi satwa tersebut. Beberapa kawasan di Jawa Timur yang rawan menjadi lokasi perburuan satwa liar antara lain Taman Nasional Bromo Tengger Semeru, Taman Nasional Merubetiri, Taman Hutan Raya R Soerjo, Taman Nasional Baluran, Cagar Alam Arjuna Lalijiwo dan Gunung Argopuro.

Menurut UU nomor 5 tahun 1990, perburuan semua jenis satwa liar di dalam kawasan pelestarian alam adalah dilarang. Pemburu yang melakukan aktivitas perburuan satwa liar di dalam kawasan pelestarian alam diancam dengan hukuman penjara lima tahun dan denda Rp 100 juta.

Adanya Ranger ProFauna itu diharapkan akan mendorong lebih aktifnya petugas taman nasional atau polisi hutan dalam melakukan patroli mencegah tindak kejahatan terhadap satwa liar. “Ranger ProFauna juga akan bekerja sama dengan pihak Balai Pelestarian Sumber Daya Alam (BKSDA) dan taman nasional untuk melakukan patroli bersama dalam pengamanan kawasan pelestarian alam”, kata Bayu.

Partisipasi masyarakat dalam mencegah terjadinya perburuan satwal liar di kawasan pelestarian alam tersebut dijamin oleh undang-undang. Dalam UU no 41 tahun 1999 tentang Kehutanan pasal 69 disebutkan bahwa masyarakat berkewajiban untuk ikut serta memelihara dan menjaga kawasan hutan dari gangguan dan perusakan. Kemudian dalam UU No 5 tahun 1990 tentang konservasi sumberdaya alam hayati dan ekosistemnya pasal 4 disebutkan bahwa konservasi sumber daya alam hayati dan ekosistemnya merupakan tanggung jawab dan kewajiban pemerintah serta masyarakat.

Partisipasi masyarakat itu juga disebutkan dalam UU no 32 tahun 2009 tentang Lingkungan Hidup, pasal 70, yaitu masyarakat memiliki hak dan kesempatan yang sama dan seluas-luasnya untuk berperan aktif dalam perlindungan dan pengelolaan lingkungan hidup. “Ranger ProFauna ini suatu bentuk partisipasi aktif masyarakat dalam pelestarian alam dan Ranger ProFauna kedepannya diharapkan akan ada di seluruh wilayah Indonesia”, pungkas Bayu Sandi.
